Congressional Dems and Repubs agree on one thing: Obama is waging an illegal war in Libya. Why no outrage?

The President's extended stay in Libya without formal congressional approval is clearly a violation of the War Powers Act. Should the WPA have more teeth in it? What should the consequences be to a President who violates it? Or, if everyone ignores its limitations anyway, why not just abolish the WPA?
